(Putting the Kiosk list on CC again, this is of interest of the list archives 
too and perhaps they have additional ideas. Also sorry for the late reply.)

Ehm, only if 'host' is a REMOTE server. Fish is ALSO used on the local system. 
Kiosktools runs as a user, and needs more permissions to write files 
in /etc/kde-profile. It does that by using fish to login as another user and 
write the files with their permissions.

Could you please fill in the following questions?

1. As which user are you running Kiosktool?
2. Of which groups (if any) is this user a member?
3. As which user does fish want to login?
4. Of which groups (if any) is this user a member?
5. On which host are you running Kiosktool?
6. On which host does fish want to login?
7. What is the output of
         'ld -ld /etc /etc/kde-profile /etc/kde-profile/kiosk'?

Hopefully that helps to sort out your issue.
