Rebooting is not needed.

When you add a new profile, do you see it appear in the list of profiles in 
kiosktool?
If it appears then there is no mismatch. Otherwise you can make /etc/kderc 
into a symlink to /etc/kde3rc:
	ln -s /etc/kde3rc /etc/kderc
