The policy will assign this profile to all users yes, because all users are in 
the 'users' group (except the root user I guess).

You are the one that creates the profile with kiosktool. All users will use 
the profile, but existing users may have their own personal settings already 
that override the settings from the profile. 

If you lock down the settings in the profile, personal settings that exist 
already will be ignored from then on.

Note that SUSE 9.1 has the nasty habbit of setting the users background via 
the users personal setting, so every user will have a personal setting and 
will effectively ignore any background setting that it is in the profile 
unless you lock it down.
