To do so you would probably need to add the following to kmailrc:

[KDE Action Restrictions][$i]
action/move_to_trash=false
action/delete=false
action/empty=false
action/delete_folder=false

When KMail is running you can use the following command to get a list of all 
the actions in use by KMail:

	dcop kmail qt objects | grep KXMLGUIClient-KActionCollection

In case you need to disable additional actions.

I suspect that the context menus may cause problems though.
