The kdeglobals file in your profile. Edit the "Window Close" item in the 
"[Global Shortcuts]" section to the value you want.

In case you don't know the correct value for the key you need, simply set it 
in the control centre from your administrator account and copy over the 
setting that will be saved in ~/.kde/share/config/kdeglobals.

As for the lockdown, add a [$i] to the key, see the README.Kiosk file.
