If you have a group students you can create a directory students in, say, 
/usr/local/kiosk/students and put the locked down files underneath as if they 
were in a user's home dir (e.g. 
/usr/local/kiosk/students/share/config/konquerorrc for the Konqueror 
settings).

Next, make sure the users for the students group have $KDEDIRS set to list the 
group too, or specify the dir in /etc/kderc.

KDE's Kiosk framework should do the rest for you! :)
