[Kde-kiosk] KDE on public workstations

Personally, I'm waiting for 3.1 to be released. There is a large number of
changes for the kiosk mode in 3.1, but I can't get away with installing a
non-release version of the software for our public internet access
terminals.

Once 3.1 is released, there will probably be another flood of activity
(along with more development.)
