Putting it in kickerrc should work. (In KDE 3.1 at least).

Make sure to put it in the [menus] group. You probably also want to lock it so 
that it overrides any setting that may have been present in the kickerrc file 
of the user, like this:

[menus]
UseBrowser[$i]=false
