[Kde-kiosk] Filesystem Lockout?

Hello!

I just read the kiosk README for KDE 3.x.  I am trying to completely
lock out access to the filesystem (Redhat 8.0) via the KDE 3.0 kiosk
framework. Per the README, I added to the /usr/share/config/kdeglobals:

[KDE URL Restrictions][$i]
rule_count=2
rule_1=list,,,,file,,,false
rule_2=open,,,,file,,,false

Nothing seems to have changed after logging in/out with several users
and trying Konqueror's file access capabilities. I read the notice about
the .../share/services/update_ksycoca file, but I couldn't locate it on
my installation. Any suggestions?
