[Kde-kiosk] KDE 3.1.4 editable_desktop_icons

In KDE 3.1.4, if one sets editable_desktop_icons=false then you not only
turn off the editing of the desktop icons but also the Icons->Sort Icons
menu.

This is annoying as one may well wish to stop users creating new desktop
links but still want to allow them to sort their pre-defined icons
horizontally or vertically.
