[Kde-kiosk] Example kdeglobals

Below is a copy of my current kdeglobals file. It is probably far from
complete, but it is a start and might save somebody else some work in the
future. I'd like any suggestions on actions i've missed and other ways to
tighten this down. Initially I just want a functioning web browser that
users can't make any changes to. It's easier to loosen the restrictions
than it is to tighten it.

In addition to the action restrictions, I have also gotten rid of most of
the keyboard shortcuts. I don't care if users log out or kill their own
apps. Everybody has to log back in through xdm anyways.
