[Kde-kiosk] Stupid question - disabling "file:///" URLs in Konq?

I'd like to make Konqueror _only_ act as a _web_ browser,
not a file manager/browser.  (Similarly, I set up the
general environment (hence, "Kate") so that it can't
save, save-as, export, open or print)

What's the best way to keep Konq from accessing local
files (e.g., via "file:///" URLs)
