翻訳ファイル提出方法変更について (was Re: ML への投稿がスパム扱いされる件

以下の事実を受けて、翻訳ファイルの提出方法を、このメーリングリストへの 
メールに添付する方法に変更したいと思います。
数日待って反対意見などがなければ説明文を書き直しします。
