I think the best place to shop is Tiruppur - that is center of T-shirt
manufacturing here, AFAICT.

The manufacturers themselves will know about the export procedures and
norms. Manufacturing for  export is taxfree, and tees  for export will
cost less than tees for sale in domestic (Indian) market.

I recollect  a *trader* from  Tiruppur consulting me, and  probably, I
can try to obtain contact info of manufacturers through him. 

Most exports will be in quantities of container loads, though. 

Is that a constraint?
