[KDE-India] odd kde-config behavior

Subbu, the default installation perms for the MAP file is 600
on my box. The same has been changed to 644, and re-tried.
Results are same except for the /etc/kde-profiles/../../config
directory as an user. But for some reason, on my box, that is
an empty dir as of now. As root user, no changes:
bish:~$ kde-config --path config
/home/bish/.kde/share/config/:/etc/kde-profiles/testprof/share/config/:/opt/kde-3.5.5/share/config/
bish:~$ sudo kde-config --path config
/home/bish/.kde/share/config/:/opt/kde-3.5.5/share/config/
bish:~$ ls -al /etc/kde-profiles/testprof/share/config/
total 8
drwxr-xr-x 2 root root 4096 2006-12-06 19:44 .
drwxr-xr-x 3 root root 4096 2006-12-06 19:44 ..
bish:~$
