we should inform the user with a dialog box that Picasa and GDrive share
the same storage and hence we will redirect you to GDrive. This will avoid
the confusion. But yes your point to call it Picasa/GDrive is right. That's
a better way to call it.

The name "Picasa" is now dropped from Google. It's Google Photos.

Ahh yes, the link you sent in your previous mail suggests so. We should
actually call it "Picasa/Google Photos/Google Drive" just to make the users
aware that this is the plugin to use when he/she wishes to upload to
Picasa. And to remove the confusion of a user who does not know that Picasa
and GDrive has started to share common storage and that Picasa is basically
now Google Photos we should also display an informative dialog box when the
user clicks on this plugin or we can also give this information when user
clicks on "Help" button of the plugin.
