[Kde-imaging] PicasaWeb tool is obsolete. Replace it with GDrive...

Not reproducible. I can upload JPEG/PNG TIFF/RAW inside Gdrive root, sub
dir, or Google Photo. I can create a new Google Photo sub dir and upload
into without any error.

The only important stuff todo in GDrive web insterface is to add right to
GDrive to manage Google Photo contents. That all.
