I can see this bug on Kubuntu 12.04.2 LTS with KPhotoalbum GIT version

    removed profiling debugging output

The global+local  KIPI shortcuts are visible in KPA -> settings -> configure
shortcuts

I also tried to trigger it with Gwenview but I wasn't able to see options for
KIPI plugin shortcuts there at all.
