I've just tried to reproduce the problem and I didn't succeed with Digikam 3.0
(+ KIPI plugins 3.0) and Piwigo 2.4.7.

In fact, the rotation information is stored in EXIF. The Piwigo export plugin
shouldn't remove this information and Piwigo should use it.
So, it can be a bug in Piwigo or in the export plugin.
