[Kde-imaging] Lowest required KDE version for kipi-plugins 3.0?

Hi Michael,

kipi-plugins and digiKam are relevant of KDE 4.10, due to last big changes
done in libkipi.

But if you don't have KDE 4.10 as me, compile last code from git/master,
through digiKam Software Compilation repository, with this cmake
compilation flag enabled :

https://projects.kde.org/projects/extragear/graphics/digikam/digikam-software-compilation/repository/revisions/master/entry/README#L83

This will force to use libkipi code from git/master down from KDE
repository as extra components, instead to use system one.
