1. in gps widget
Language auto-detection works with (tested with French):
- Google Maps
- Openstreetmap
- MSN Maps
- MultiMap (today this is bing)

It does not work with:
- MapQuest

all info bubles , all menus, all options are in french
2. in gps kipi plugin

all is in french

sorry don't know about 2.4
