i found the pb
google include a new feature in uploading photo

use windows picasa 3.6
upload a movie
watch picasa is doing
first it uploads the movie
second it uploads a cover image <- this is new
there is a message "uploading a cover image"

therefore picasawebexport must add the uploading of a cover image of movie
