When I was looking at an implementation for bug 150981, it occurred to me that
the GPS Sync plugin is scattered across the menu’s (for which some entries have
an icon and others don’t). Although there’s probably a good reason for this, it
makes it hard to add new features to it. Ultimately, I think it would make more
sense to integrate everything regarding the manipulation of photo location data
into a single dialog, for example:
The track list editor is the only available window. The lower part consists of
list of images. The upper part contains a tabbed interface.  Unlocated images
are also shown in the list.
The first tab represents the current track list editor functionality It shows a
map with pointers for each image. To change the location, it can be dragged.
Unlocated images can be selected in the list and dragged to the map, or
something similar (bug 185143).
There is no “Edit Coordinates” dialog. Numerically editing the coordinates can
be done from the list.
There is no “Remove Coordinates” menu entry. Instead, there’s a button to reove
the coordinates from the selected images in the list.
There is no “Correlator” menu entry. To correlate the images with a GPS track,
there’s a button to summon a track loading dialog. In it, the user can enter
relevant data (file, time difference, interpolation) and perform the action.
Different tab pages can be used for different purposes, like bug 150981 :)

I don’t think it would be all that hard to reorganize the existing menu’s into
such a structure.
