I'm beginning to think this wish is beyond being a simple plugin...it is
probably actually a whole new separate application...but I don't know where
else to put the request. 
What I am really looking for is an application that is similar to "Collage
Maker" which is a windows app but it will run in wine. Try it to see what I am
looking for better than I can explain it. 
There is nothing even close as a native linux app. 
This would really make digikam into a total photo handling suite.
