Ok, the standard US Letter page is 8.5" x 11".  The standard "Wallet" photo (to
make best use of the page) is 2-1/3" x 3-1/3". (All units given are in inches).

The layout would be 3 "Wallets" wide x 3 "Wallets" tall.  Ideally, the
"Wallets" should be laid out in such a way that when a person cuts them out
from an 8.5" x11" piece of paper, they only need to make one cut between
photos, so the photos are place immediately next to each other horizontally and
vertically, with the whole block of Wallets centered on the page (to account
for any printer margins).

It is also often desirable to have 1-2px of line, crop mark, or margin between
each adjacent photo so the cutter can easily distinguish between photos when
the backgrounds are similar.
