As Thomas predicted, Flickr file-size limits have also changed since this bug was opened. 

Per http://www.flickr.com/help/photos/?search=file+size#18 , new limits are:

pro accounts - now 20 MB per image (150 MB per video)
free accounts - 10 MB per image.
