[Kde-imaging] Policy: List automatically rejects

I changed the policy for the lists, so it automatically reject messages from 
non members. This will indeed be a pain in the ... for all of us, but with 
spammers picking up on the list, I'm afraid there really is nothing else to 
do.

So everyone, please make sure you use the email address you are subscribed 
with.
