hmm, I can't get it. You should have it  locally all the libs (and incs, e.g. libs-devel)
you have not on the system or you need with a new version.
I'm quite sure anyway that  --with-extra-include adds your INCLUDEDIR at the end
for instance CXXFLAGS="$CXXFLAGS $all_includes $USER_INCLUDES"
so the first place is the system dir.
