[Kde-imaging] mpegencoder plugin patches

Hi guys, 
I worked a little to fix some bugs on this plugin.
I have to study how to release on svn yet though. So
i prefer you to have a look on it first.

The attached patch should fix
114515  Verify the existence of the MPEG output file path and the...
109739  yuvscaler error in digikam

I believe next one are already be fixed:
98968  Cannot encode to VCD, DVD, XVCD with sound
119070 difficult behaviour of MPEG slide slide show kipi plugin

While these ones are the same bug (and a point them on my todo list)
114514 	Do not delete the temporary folder "~/tmp/kde-user/kipi-m...
119425 	Works one time not twice
