Yes, I think so too. And this is why OASIS isn't the best place for it.
Membership isn't for free, so OASIS isn't where I would recommend having
a discussion with other opensource developers about an open file format.
I would suggest that you contact the other developers of similar applications
(including the non-kde ones), come up with an XML description, and maybe
then ask for it to be published on freedesktop.org - a much more open 
"standards" body.
