[Kde-imaging] Kipi plugins and libKexif handbooks added in CVS.

Hi all,

i have added to CVS the basic handbooks for the Kipi plugins and the libKExif.

All KIPI plugins descriptions are basic and come from the old Digikam 
handbook. We must improved that in the future...

For the libKExif, the handbook is empty. We must provide a full description of 
the KExif dialog...
