You can get all of them (libkipi, libkexif and kipi-plugins) from 
http://gwenview.sourceforge.net/download/
They should all build on KDE 3.1.x and KDE 3.2.x.

Thinking about it, I guess you're right. As long as it's not nightly, we 
should be able to handle it manually.
