yes, its a new release. libkexif is maintained by digiKam and so the 
release announcements for these are usually announced on the digiKam 
mailing lists. it does break BC with previous revisions, but only for 
those apps/libs which depend on the gui part of libkexif. Some of the 
kipi-plugins which depend on libkexif should (hopefully) continue to work 
with libkexif 0.2 as well. the only other app (apart from digikam) which 
makes use of libkexif is showimg and its been updated in cvs.
