[Kde-imaging] libkexif install issue.

this is similar to libkipi. libkexif will have to be compiled before
kipi-plugins is compiled. i checked the configure.in.in for kipi-plugins
and it seems there are no real tests to check if libkipi and libkexif have
been compiled. i will try and implement these tests.
