[Kde-imaging] New KHelpMenu for kipi plugins dilaogs...

Hi all,

Since kipi have an account in kde bug report, we can add a new standard KDE 
help menu in the plugins dialog with a pre-configured bug report link. I have 
implemented that in CDArchiving dialog. Some screenshots are available at

The code is in CVS. Let's me hear if this way is good for you. 

If it's right for you, i can update all plugins with this implementation.
