Olá Patrick,

No meu openSUSE com as mesmas versões do Plasma e KDE Frameworks a mensagem
está traduzida como podes ver no anexo.

Ela faz parte do arquivo kio5:
https://websvn.kde.org/trunk/l10n-kf5/pt_BR/messages/frameworks/kio5.po?revision=1527429&view=markup

E já está traduzida a algum tempo. Talvez seja algum problema de empacotamento
de traduções no Arch.
