Why would the singular be used if no plugins are found?

Oh, i know why, because you set your headers wrong in pt_BR

"Plural-Forms: nplurals=2; plural=(n > 1);\n"
seems like should be
"Plural-Forms: nplurals=2; plural=n != 1;\n"

If Brazilian Portuguese is like Catalan or Spanish where the plural form is use
for 0 too
