New PT-PT translator - arkenmoon

Hello,

My name is Luís Coito, I'm from Portugal and I'd like to contribute to the KDE Portuguese (PT-PT) localization team.

My KDE Identity username is arkenmoon.

While using KDE since making my full swap to Linux, I noticed that PT-PT translations are incomplete across many components and menus. As a native Portuguese speaker from Portugal I'd like to help change that however I can.

I'm also maintaining a Linux guides repository in PT-PT on GitHub (https://github.com/Arkenmoon/Guias-Linux-PT). It's still in its infancy but the goal is to build a comprehensive compendium of Linux documentation in European Portuguese, which is severely underrepresented online in the world of Linux.

I should mention that due to personal health reasons I can only contribute casually at my own pace, but I'm genuinely motivated to help improve PT-PT coverage in KDE whenever I'm able to.

Please let me know how I can get started and what the team needs most.
