First of all, the latest stable KDE is 3.1.4. And no, like KDE itself, 
which only applies big fixes and scurity patches to these minor 
releases, we also do the same, and do not add new features (here new 
translations) to it. 

The latest Farsi KDE can only be found in head (which will become KDE 
3.2)
