CVS is the Concurrent Versioning System. It is GNU's version control 
software. All major free software projects use it, as does KDE. CVS is 
a general concept, and I won't be able to describe it in one email. In 
a Nutshell, fo you (then end user), it gives you the ability to check 
out the source code of a project, and then to compile it. Downloading 
with CVS is much much faster than downloading RPM to tar.gz files. For 
general information, about CVS, take a look at 
http://www.cvshome.org/docs/manual/ , to see how to setup KDE with CVS, 
as Arash adviced, check http://www.farsikde.org/making.php you can also 
'man cvs' and google for cvs for info.

No, you can't use ISO images just to update KDE.  The ISO images are 
used upgrade your whole system. Hossein mentioned them, to demonstrate 
that you can download them for free (ofcourse, it seems you have a 
dialup, so that is out of question now).
