Yes, you have to use "&" in Farsi as well. This marks the keyboard 
accelerators. You have to use it before any character. Preferably the ones in 
the beginning. And to check that you are not using the same character, in the 
same menu twice use the accelerator check from KBabel -> Tools -> Validation, 
or enable checking while saving.
