[Kde-i18n-fa] Translation Howto

Hi All,

I forgot to mention the translation howto, which is a valuable resource for 
all KDE translators. Before I repeat everything that has been written there, 
I urge all interested people to go ahaead and have a look at the howto. It is 
helpful.
