String freeze exception request for plasma-welcome

Hello,

I'd like to request a string freeze exception for 
https://invent.kde.org/plasma/plasma-welcome/-/merge_requests/277, which 
introduces a 30th anniversary Konqi image for the first page of Welcome 
Center, for the 6.8 release.

We change the text to make specific reference to KDE's 30th anniversary, 
for which an exception is required. This would be very good to get into 
6.8, but it is not critical and the existing text is acceptable if an 
exception is not possible.
