Git migration: addition of pipeline and gitignore

Hi,
for now, it's a separate script
(https://invent.kde.org/sysadmin/l10n-scripty/-/blob/master/posieve_check-tp-kde_results_to_webpage.sh?ref_type=heads)
that is run once a week on the scripty machine and handles all locales
at once.
If we want to split it per lang in the pipeline, we will need to check
if we still want the aggregation and display in the l10n.kde.org
website (there are changes in parallel done by Kisaragi to rework the
website: https://invent.kde.org/websites/l10n-kde-org/-/work_items/2#note_1699416).
I guess we should open an issue in
https://invent.kde.org/teams/localization/issues/-/work_items to list
the improvements we want that can take time or need discussion?
