Requesting string freeze exception for kwin MR 9213

Hi!
No objections from the German team as well.
@Yuri: it is good practice to always use "reply all" on mails like these, because developers might not be on the i18n mailing list.

@John: With two teams in favor, the freeze exception is accepted as per https://community.kde.org/Infrastructure/GitLab#Requesting_exceptions_to_feature_or_string_freezes - LGTM!
