Starting a new team for translating into Hunsrickisch

It seems there is no glibc locale yet for hrx.

I am not really sure how that is works but should be able to get help from the 
folks over at https://sourceware.org/mailman/listinfo/libc-locales 

My suggestion is that you do that first.
