Croatian translators and a few questions

Hello,
 
I'd like to contribute to the KDE project by helping with the Croatian translations, but I'm not too sure how many active Croatian translator are there.
 
Looking at the 10n.kde.org website there seems to be only one as of now, but looking back a few months at the archives of this mailing list there seems to be at least two more people who expressed interest but haven't contributed anything, is that correct?
 
Also reading through the how-to I'm not too certain that I understand to who are the .po files supposed to be submitted for upload to the SVN.
