Porting Rolisteam's website to Hugoio

Hello all,

I'm currently working on porting all rolisteam's websites from Pelican 
to Hugo.

I hope that this change will enable translation. The merge request for 
the official website is ready, at least in its initial version. I am 
still working on the documentation website (updating it to the next 
software version at the same time).

I imagine that such a change will require a lot of work and coordination 
from the translation team.
One small detail: I had worked a little on exporting po translation 
files with Pelican.
In the git repo, there is already a po folder containing po files. These 
files should be ignored. They should be replaced by the po files 
generated by the CI with Hugo.
I cannot delete them myself (see: https://phabricator.kde.org/T18291), 
as there are rules that prevent me from doing so when I do a ‘git push’.

Normally, the CI should overwrite everything, but this needs to be 
monitored.
I am waiting for your approval to validate the merge request.
