New home for KStars user manual

Thank you Luigi, it would be greatly appreciated if you or someone takes
care of cleaning the new repo to meet KDE standards. I worked on mostly
converting docbook to RST and translating a few files (not all are
complete).
Can KStars developers also push directly to the new docs repo without
needing to fork and send a PR for each change? I think that would be
convenient for the developers.
