Questions about bugs.kde.org and how to get a language into the settings

I'd like to know about some things

- Who should I contact to change the[bugs.kde.org](http://bugs.kde.org/)Issue assignee?

- How do I get a language into the region and language settings (i.e 100% plasma-workspace?, 100% kwin?) so that we have a clear goal.
